Pet owner fined for not cleaning up dog mess
A warning has been issued to dog owners after a Bognor Regis woman was fined for failing to clear up after her pet.
Roxanne Franklin, of Highfield Road, was found guilty of the offence after her dog had been seen fouling in a public place.
She failed to attend a hearing at Chichester Magistrates’ Court but was found guilty in her absence. She was ordered to pay a 50 fine, 15 surcharge and 222.32 for council costs.
Cllr Paul Wotherspoon, in charge of Arun’s environmental services, said the council would prosecute other dog walkers in the same circumstances.
“While most dog walkers are responsible, and clean up after their pets, there are still a minority who fail to do so.
“Dog fouling is not only unsightly and unpleasant, it can also be a serious environmental health risk when left in public places.
“The laws are quite clear and the penalties well advertised. So, it is in the best interests of dog owners to ensure they carry bags or other means of clearing up after their pets,” he stated.
Miss Franklin was prosecuted following an incident when she took her Shitsu for a walk to Hawthorn Road recreation ground last August.
A council dog warden noticed the dog fouling the rugby pitch. He asked Miss Franklin to clear the faeces or be fined 50.
She said she did not have a bag and was issued with a fixed penalty notice. She failed to pay and respond to two reminder letters before the court case.
