WEST Sussex County Councillors have agreed changes to the organisation’s senior management structure and appointed three senior posts.
At a meeting of the Full Council on Friday, July 25, the Council endorsed the recommendations of the authority’s Appointments Committee that Gill Steward, formerly interim transformation director, was appointed as acting chief operating officer with immediate effect for up to 18 months. Gill also retains her transformation responsibilities.
Other appointments confirmed were Tony Kershaw as director of law, strategy and assurance with responsibility as the council’s monitoring officer and Peter Lewis, on an interim basis, as executive director for corporate resources and services.
Gill joined the authority in February following the decision to make the post of chief executive redundant.
Diane Ashby has been interim chief operating officer since that time and will now become one of four new executive directors under a new management structure agreed earlier this month.
The restructure involves reducing the senior management team from eight directors to four new executive directors.
It is expected that the wider management restructure will deliver significant savings for the County Council and reduce the Council’s management bill by 15 to 30 per cent.
Gill has more than 17 years’ experience of successful corporate management, most recently as a corporate director for three high-profile unitary councils and has held ground-breaking leadership roles, including the first civilian director of corporate development for Greater Manchester Police (GMP), the second largest police force in the UK.
She recently bought together services from six districts and the county council in Cornwall into a new Directorate with 3,700 staff and a budget of more than £280m.
Gill will receive a salary of £160,000. The former chief executive received a salary of £178,000 plus bonus.
