Chichester District Council set to discharge homelessness duty

A DECLARATION of homelessness will no longer be a guaranteed route to social housing, if a cabinet recommendation is approved.

Chichester District Council’s cabinet will decide tommorrow (July 8) where to adopt a national policy to discharge the homelessness duty into the private-rented sector.

The changes, if approved, allow local authorities to end the main homelessness duty with a private-rented sector offer without the individual’s consent. Up to now, the individual’s consent was needed.

A report to be presented to cabinet said: “Such consent was rarely given and, thus, homelessness was seen by many applicants as a route into social housing.”

The duty could only be ended with a 12-month tenancy.
