A MAJOR rethink of the city’s on-street parking will be considered after an admission recent changes have caused ‘displacement’ and ‘safety’ issues.

Chichester’s county councillors will meet next week to discuss further amendments after problems emerged from last year’s changes to a number of roads around the city.

A joint report by West Sussex County Council’s top transport officers found more restrictions were ‘beneficial for many residents’.

However, it added: “An inevitable consequence has been that a large number of vehicles have displaced into other unrestricted roads, either because they offer free long-term parking or because there are fewer opportunities 
to use off-street car parks.”

It said the vehicles often belonged to commuters but could be shoppers, local workers or residents who were ‘unwilling or unable to pay for parking’, said the report.

It added: “In many cases, this displaced parking has led to access, safety and visibility problems, with residents and other vehicles such as refuse lorries, as well as pedestrians, unable to manoeuvre easily.”

The council ran a public consultation earlier this year on bringing in more double-yellow lines in the city, such as around Barnfield Drive, Baxendale Road, Bostock Road, Graylingwell Drive and Palmers Field – some of the worst affected roads following last year’s changes.

It has, however, been forced to scale back these plans after objections received from the public. It is now planning to drop the double line plans on the western side of Palmers Field Avenue, and the southern side of Barnfield Drive.

The council’s south Chichester county local committee meets on Tuesday, where it can approve the recommendations.

It can also downgrade proposed double lines to single lines, or take no action.

Reasoning – to maximise parking capacity by enabling resident to park across their own driveway.

Woodlands Lane - Revert residents’ parking bay at southern end back to double yellow lines. Reasoning – to prevent congestion at the junction with Little Breach and complement the visibility improvements already made as part of the new pedestrian improvement scheme.

Cavendish Street – Revert disabled bay outside No 15 back to residents’ parking bay. Reasoning – bay no longer required.

Orchard Avenue – Introduce additional residents’ parking bay opposite Avenue Approach. Reasoning – to compensate for proposed loss of bay opposite Denison Court (see below).

Orchard Avenue – Revert residents’ parking bay back to double yellow lines opposite Denison Court. Reasoning – to enable access to private garage.

Quest Close – Based on an objection raised by a resident, it is recommended that the proposal for double yellow lines at the junction with Ormonde Avenue be retained whilst that for a single yellow line in the remainder of Quest Close is dropped.

This would enable residents/visitors to park during the daytime but would prevent inconsiderate/dangerous parking at the junction.

This modification has been agreed with the resident and the objection has been resolved. This modification to the proposal would not need to be re-advertised.

Eastgate Square – Amend existing loading bay restrictions. Reasoning – to provide an overnight pick up/drop off point for taxis.

St John’s Street – Despite an objection being raised by a resident, it is recommended that the proposal for double yellow lines be retained. Not only can loading/unloading still take place on double yellow lines but parking by shoppers etc would also be prevented overnight and on Sundays, thereby improving access and visibility.

Zone F – Amendment to zone boundary in south west corner. Reasoning – administrational.

Barnfield Drive/Baxendale Road/Bostock Road/Graylingwell Drive/Palmers Field Avenue – Based on comments raised by some residents, it is recommended that the following lengths of proposed double yellow lines be dropped:

• The western side of Palmers Field Avenue, from just north of Barnfield Drive until the traffic build out.

• The southern side of Barnfield Drive, immediately west of Palmers Field Avenue and the layby.
It is recommended that the remaining proposed lengths be retained in the interests of improving access and visibility. This modification to the proposal would not need to be re-advertised.

An alternative option could be to downgrade some or all of the proposed double yellow lines to a single yellow line, thus enabling overnight and Sunday parking. This modification would require a re-advertisement.

Spitalfield Lane – Despite an objection being raised by a resident, it is recommended that the proposal for double yellow lines be retained. Various concerns over vehicular access have been raised regarding this location since vehicles began parking here and parking opportunities would still be available to the east (opposite Lime Close) or in the existing RPS in Lennox Road.

Green Lane – Introduce additional residents’ parking bay immediately south of Armadale Road and formalise existing disabled bay outside No 33. Reasoning – to make bay enforceable as well as improve parking opportunities for residents.

Litten Terrace - Introduce new Car Club parking bay to the east of No 15.
