The decision in 2013 to close the junction was overturned by Chichester District Council’s planning committee last month, who voted to approve an application by Oving Parish Council to save the lights.

However, the final decision will ultimately now be made by the Secretary of State for Transport, Chris Grayling, because the A27 comes under Highways England’s control.
