An outline application for 100 homes in Oving was approved on appeal by a planning inspector back in 2017.

A subsequent reserved matters application for the land, south of Oving Road and east of the A27, was then approved by Chichester District Council in late 2019.

However developer Redrow came back with revised plans for 143 homes, but these were refused by council officers in June.

They highlighted the proposed development’s poor layout, lack of pepper-potting of affordable units, lack of pedestrian and cyclist permeability with the city and an insufficient commitment to minimising carbon emissions.

The developer has lodged an appeal with the planning inspectorate against the refusal.

But in the meantime it has come back with come back with revised plans for the same number of homes but with changes made to the detailed design, layout and landscaping of the scheme.

These include amendments to the street scene along the southern boundary, repositioning a block of flats in the south-west corner and switching around some of the market and affordable properties.

The application says: “This revised planning application responds to the issues identified in the reasons for refusal (i.e. the issues that remain in dispute). The application is submitted on a without prejudice basis and any departure from the refused scheme does not represent an acceptance on the part of the applicant that the previous proposals are in any way unacceptable.

“Instead, the appellant is committed to finding a negotiated, compromise position. Where the Applicant has not made changes, reasons have been given (whether they be legal, procedural or differences of opinion on design and the application of policy and guidance).

“The applicant is very keen to deliver new housing (including the much needed affordable housing) in line with national planning policy and guidance and the development plan.”
