Slow traffic around Chichester is causing delays for Christmas shoppers.
There is slow traffic on the A27 Chichester by-pass at the Portfield Roundabout in Chichester and the A27 eastbound has been closed between Portfield Roundabout and Tangmere road.
The road has been closed since 7.30pm on Friday evening, and is now expected to remain closed throughout the afternoon.
Car parks in the city centre are crowded, but the free Chichester park and ride is still open for last minute shoppers.
West Sussex County Council is advising drivers to take extra care, slow down and not drive in flood waters, especially on dark roads as surface water is making driving conditions dangerous.
The council has said it is working closely with partners to respond and protect areas at highest risk and keep roads open, and appreciate the public patience with the disruption at this difficult time.
