The 1939-45 Ribbon of equal stripes of dark blue, red and light blue, was authorised in November 1943 for immediate wear on uniform.
The actual 1939-45 Star was not issued to those entitled until after the war had ended in 1945 (and hence the dates 1939-45 could be included).

Hide AdThe Battle of Britain clasp, sewn onto the medal ribbon, was likewise not issued until after the war ended in 1945.
However, it was denoted on the ribbon worn alone by a small gilt rosette, and this, like the ribbon was awarded “immediately” after the Battle of Britain in 1940.
I hope that this explains the situation adequately.
